After the Senate's failure to advance healthcare bills this week, House Republicans unveiled a new proposal on Friday, offering a different approach to addressing healthcare costs. This plan, which comes with a tight deadline, aims to tackle rising healthcare expenses without extending enhanced Affordable Care Act (ACA) tax subsidies. Instead, it focuses on other measures that party leaders believe will improve access to healthcare for Americans.
The clock is ticking for Congress to take action. If the subsidies for those purchasing healthcare plans through the ACA expire at the end of the year, millions of Americans could face skyrocketing premiums. Democrats have been pushing to extend these enhanced tax credits to prevent such a dramatic increase in costs.
The enhanced subsidies, introduced in 2021, made ACA marketplace plans more affordable for a broader range of Americans. This initiative stems from the health reform bill signed into law by President Barack Obama in 2010, which has been a long-standing target of Republican criticism.
With just four days remaining in the session before the holiday recess on December 19, and the Senate's recess starting on December 20, the timing is crucial. House Republicans' proposal includes measures to allow small businesses to pool resources for employee insurance plans and new requirements for pharmacy benefit managers to reduce drug costs.
Starting in 2027, federal payments known as cost-sharing reduction payments would aim to lower premiums for low-income Americans. However, health plans offering abortion coverage would be excluded. A vote on the package is expected next week, according to House Speaker Mike Johnson.
Johnson stated, 'House Republicans are addressing the real drivers of healthcare costs to ensure affordable care, increase access and choice, and restore integrity to our nation's healthcare system for all Americans.'
Despite this, Democratic House Minority Leader Hakeem Jeffries criticized the proposal, calling it 'toxic' and 'deeply unserious' for failing to extend ACA tax credits that expire this month. A Democratic-led proposal in the Senate to extend subsidies for three years gained some Republican support but ultimately failed to pass, as did a separate plan backed by Senate Republicans.
President Trump has proposed an alternative, advocating for direct payments to individuals to cover healthcare costs instead of tax credits for ACA plans. He expressed his preference for providing billions of dollars directly to people rather than insurance companies, allowing them to purchase healthcare independently.
The Senate GOP's proposal included health savings accounts, but the House Republican plan does not include this language. In the Senate proposal, these accounts, which cannot be used for premiums, would have been paired with high-deductible insurance plans, with an average deductible cost of around $7,000, according to KFF, a health policy organization.
Democrats opposed the Senate GOP bill, arguing it would not effectively help Americans pay for healthcare premiums. They also raised objections to language that would have restricted abortion and gender-affirming care. Some Republicans, however, have warned that ending ACA subsidies could have political repercussions, potentially costing their party the midterm elections, based on concerns expressed by constituents.
A number of Republicans in the House are exploring ways to extend subsidies, even over the objections of party leaders, by attempting to force a vote on the House floor.
